Major Achievements in Collaboration with Others

  • Introduced the first Adventure Playgrounds in Portsmouth to transform the rate of child suicides which we achieved in 1976.
  • Changed Government policy on school grounds in 1990 with the publication of The Outdoor Classroom – Building Bulletin 71.
  • Founding Trustee of the Learning Through Landscapes Trust, appointed its Chairman and Board of Trustees.
  • Persuaded the 10 Downing Street Policy Unit in 1985 to establish a new programme to integrate farming and conservation – first Countryside Stewardship format.
  • Pioneered Countryside Character Assessment and published the New Map of Hampshire years before the New Map of England was published.
  • Established the Hampshire Gardens Trust which went on to form the model for all County Gardens Trusts, nationally.
  • Took the Government to the High Court and to the European Commission for failing to comply with the European Environmental Impact Assessment Directive 1985 on the M3 development through Twyford Down.
  • Contributed to the current 25 Year Environment plan, acknowledged by Michael Gove.
  • Author and presenter of key evidence on the future of the Green Belt that was mostly adopted by the All Part Parliamentary Group in 2019.
  • Directed the Model Land Management Plan preparation for the Cholderton Estate to inform the development of the Environmental Land Management system through Test and Trials. 2021.
  • Directed the national pilot for a possible new governance model for Land and Natural Resource Management, including the setting up an Advisory Board. First Phase 2021. Second Phase May 2023 – June 2024.

Experience at Hampshire County Council

  • Managed the development of Strategic Environmental Policies for the Structure Plan.
  • Contributed to Local Plans and Development Control.
  • Directed the Programme for Regeneration of Older Urban Areas.
  • Directed the Countryside Service including the Rights of Way Service, 7 Country Parks and 5 National Nature Reserves.
  • Managed teams of Landscape Architects, Conservation Architects, Ecologists, Archaeologists and specialist planning teams.
  • As Assistant Director of Environment and in addition to environmental tasks I was responsible for the management of the Departments budget, Human Resources, Information Technology, Research and Development and Departmental Performance.
  • Agent for the Treasury in monitoring the Conditions attached to Relief from Inheritance Tax on numerous rural estates in Hampshire.
  • Managed the East Hampshire Area of Outstanding Natural Beauty.
  • Gave evidence in support of the New Forest National Park and the South Downs National Park.

Experience at Portsmouth City Council

  • Design and build the City centre redevelopment area and two pedestrian precincts.
  • Slum clearance and urban redevelopment.
  • Urban motorway and urban parks design.
  • General Improvement Areas, Conservation Areas and Environmental Improvement Areas all involved working with local communities.
  • Schools, Old people’s homes, libraries, fire stations, new housing and coastal protection – design and build.
